I have an ultra-adorable classic 1959 cruiser-home-style houseboat. It has a FOWR - Floating on Water Residence Plaque that was issued by the city of Seattle. With this plaque (and only with this plaque) you can build your very own fabulous 2-level houseboat and moor it anywhere in Seattle waters. For environmental reasons, there are (and will only be) more houseboats allowed in Seattle.
There were so many people interested in my boat, it was overwhelming. I quickly found out there are a lot of people interested in owning a sweet little Seattle houseboat with plans of building their own custom houseboat in the future like the ones in the photo I added.
Her modern 1990s Chevy 350 runs great and has very little mileage on it. She starts cold in one second and purrs like a tiger. Structurally, she is in ship shape. We just repainted the entire boat from the deck up to the roof. She had 3 working bilge pumps and an ultra-thick fiberglass hull.

Most of the people that are considering this houseboat probably want to build a lovely classic houseboat and they are looking for a houseboat FOWR plaque (see below). If you are looking for a new fun place to live and are not interested in someday building a houseboat, I suggest you look at regular boats. You will find larger living quarters and much cheaper pricing. The footprint for building a custom FOWR houseboat is 35x12. The actual living quarters on my houseboat are much smaller because of the massive 360 degree deck with a large top deck.
The registration is up to date and I have the title in hand, and in my name. I have copies of the FOWR paperwork in my name and a FOWR transfer form and the contact info for the shoreline inspector in charge of FOWR registration. I spoke with the inspector on May 1st and they said the transfer is very easy.
Be one of the truly lucky people in Seattle that owns a houseboat. I have been living on Lake Union for 27 years. There's no other lifestyle in Seattle more romantic, fun, and relaxing than living right on the water. Move to one of the many fabulous marinas in the city and make a bunch of new super-cool friends for life. Nearly everyone living this lifestyle has fun water toys and fabulous outdoor furniture. You will too!

Houseboats in Seattle waters that missed the window to get a FOWR are in violation of city code. When SB 6450 was passed, it was to protect existing floating on-water residences and it was recognized that there were a finite number of such FOWRs that existed prior to July 1, 2014; SB 6450 recognizes only these floating residences that existed prior to July 1, 2014. Prior to July 1, 2014, it was estimated that there were 113 FOWRs and as of May 2019, SDCI has verified over 200 FOWRs.

Live on my boat while you are building your new houseboat in Drydock. Or just build a cute houseboat for $100k and sell it for a lot more. We all know what houseboats in Seattle sell for. Or treat it like one of the very best real estate investments in Seattle and just live on my groovy classic houseboat and hold onto your FOWR plaque for when you are ready to build or sell. Boats like mine (of various sizes) have sold for several times what I'm asking, just because they have a FOWR plaque assigned to them.
My houseboat has a 35'x12' footprint with a and it is split-level. It has a 1990s Chevy 350 motor in great condition. it has about 100 hrs on a recent carb and tune-up parts. I've had as many as 15 people on the boat at once. Maybe you will get more! We have had 10 or more on the top deck alone :) The railing goes all the way around and there's tons of seating inside for those looking for more relaxing fun. There's a cute little bathroom and the most adorable live-edge custom redwood bed. The inside was designed to look like an Oregon beach shack. It has vintage cedar and redwood throughout.
You will need cash to buy the houseboat. It does not have a recent survey. Most people will not care because they are mainly after the FOWR plaque. The boat is just extra :)
The moorage does not come with the houseboat. You can, however, keep it here while you look for moorage. There are dozens of marinas in Seattle with available space. The FOWR plaque is all your houseboat needs to be legal in Seattle and because it is an actual boat, you can easily move it around till you find the marina that you like.
